Location
Located in the southernmost portion of Seminole County in Central Florida, Casselberry is seven miles north of downtown Orlando, approximately 40 minutes from Orlando International Airport, and only 15 minutes from the expanding Sanford-Orlando Airport. Whether getting around locally or traveling in and out of Greater Orlando, trips are made easy with the variety of bus routes offered by Lynx Bus Service. Prefer to travel even farther? With Interstate I-4 only five minutes away, and State Road 436 and Highway 17-92 intersecting within the City, Casselberry provides convenient access to any direction you choose, north to Jacksonville, south to Miami/Fort Lauderdale, east to Daytona Beach or west to Tampa; it’s all available within minutes.

Population
Over the years, the population of the City has grown at a remarkable pace. For 2004, the official population estimate by the University of Florida, Bureau of Economic & Business Research is 24,735. Based on the 2000 census data, of 9,746 households in Casselberry, the median family income was $38,627. Family income throughout Seminole County ranks among the highest in Florida over the past few decades. The tax base grew from $532,138,000 in 1993 to $1,031,292,947 (the tax base for the 04/05 fiscal year), an increase of over 94%. This growth, together with diversification of general government revenue sources, has helped the City stabilize and moderately decrease its property tax rate. Over this period of time, the City has continued a moderate but respectable growth pattern through new construction and as a result of an effective annexation policy. New construction in the past several years has included several hundred units of apartment/condominium residential construction, as well as four new single family subdivisions. Commercial construction and reconstruction has also been increasing in the past few years involving several dozen new stores and redevelopments.

City Statistics and Features
Casselberry encompasses an area of approximately 8 sq. miles. The 2004-05 millage rates for the City is $5.00. This rate, when combined with all other taxing authorities in Seminole County, totals a property tax rate of $19.1450 per $1,000 of taxable real estate value. Located within the City are 16 parks and more than two dozen lakes, the largest of which are Lake Howell, Lake Kathryn, and the Triplet Chain of Lakes (North, South and Middle Lake Triplet). Two public schools, Casselberry Elementary and South Seminole Middle School, as well as two private schools, Kenworthy School and The Geneva School, are also within the City limits. A diverse mix of fine retail establishments, restaurants, office and commercial space, housing at all price levels, as well as the Central Branch of the Seminole County Library and other Seminole County business offices are found in Casselberry.

Government
The City of Casselberry is governed by a Commission/City Manager form of municipal government. A Mayor and a four-member Commission are elected for four-year terms. They, in turn, employ a professional City Manager to oversee daily City operations. These operations consists of all normal municipal and water/sewer utilities services, including traditional City functions such as police and fire protection, advanced life support services, sanitation, road maintenance, water and sewer operations, parks and recreation, planning and community development, as well as support activities for City governmental programs. The City has 265 full-time and 22 part-time employees. Annual budget expenses total approximately $43 million. A number of citizen boards, including the Planning and Zoning Commission, Board of Adjustment, Civil Service Board, Code Enforcement Board, Parks & Recreation Advisory Board, Senior Citizen Advisory Board, Occupational License Review Board, Police Officers’ and Firefighters’ Pension Board, and Community Redevelopment Agency, are indicative of the public-private partnerships and commitment toward progress and expansion in the City demonstrated by citizens.
